In today's world cities are struggling with traffic congestion which causes traffic delays, increased emissions and deterioration in quality of life. Efficient traffic flow is a key element in the development of cities as centers of commercial activity and as a viable living space to residents.

Most of urban road networks were constructed during the second half of the 19th century and the first half of the 20th century and were adapted to a world of carriages and low volume motor traffic. During the second half of the 20th century most of the roads were expanded to their maximum capacity, adjusted to traffic volumes of the time. The increasing growth of car ownership and traffic volumes in the second half of the 20th century and current 21st century have surpassed the maximum capacity of these roads, and poses a serious challenge on managing traffic flow in cities.
